Owner Advocate/Project Management Services for Winnipeg Transit’s North Garage Replacement – Winnipeg, MB
Dillon was retained by the City of Winnipeg for professional consulting services for Owner Advocate (OA)/Project Management for Winnipeg Transit’s North Garage Replacement project.
The City’s vision for the future requires a public transportation system that is reliable, sustainable, and prepared to accommodate ridership growth into the future. Replacing Winnipeg Transit’s North Garage advances each of these objectives. Over its 130 years of service, use of the North Garage has evolved beyond the intent and service life of the original design to provide for the changing fleet and technology required of a modern public transit system. Winnipeg Transit’s priorities in constructing a Transit Bus Parking, Servicing, Maintenance and Repair Garage to replace the existing North Garage were two-fold. The first priority was to address the risk to Transit posed by maintaining a deteriorating, obsolete facility. The second was to provide a new facility to store and maintain a growing fleet of technologically advanced, zero-emission, transit vehicles.
The new North Garage will play a key role in the efficiency and cost effectiveness of the entire transit system. The value realized by Winnipeg Transit through this new garage will be driven by the facility’s material life-cycle, operations and maintenance needs, the ability to provide for the needs of the existing transit fleet, and flexibility to accommodate change as Transit continues to adopt new and advanced technologies. In addition, the garage is required to meet LEED silver requirements, house zero emission buses with the ability to charge 24 EV buses on opening day and have provisions for future transition to a fully ZEB facility.
Dillon’s scope of work includes:
- Project Management as Owner’s Engineer
- Pre-design development, including preparation of technical requirements, development of an RFP to hire a Designer/Contract Administrator, and RFI response, bid evaluation, and consensus meetings
- Overseeing and reviewing (as OA) the design development to ensure the client’s needs are met
- Overseeing (as OA) project planning, tendering, and procurement of construction contract tender and documents
- Construction services and contract administration oversight on behalf of the client
- Post construction services oversight.
