Maintenance Patrol Yard – Fenelon Falls, ON

Fenelon Falls Maintenance Patrol Yard (MPY) is a brand new Class 2 Sub-Yard proposed by the Ministry of Transportation Ontario (MTO) to service the Highway 35 corridor in the greater Fenelon Falls area of Kawartha Lakes, Ontario.

The MPY includes a two-bay drive-thru vehicle maintenance garage and combined administration space, a sand/salt material storage building including winter liquid storage, auxiliary cold storage building and stormwater management facility. Originally completed as a Design Build project delivered by another service provider, Dillon was retained by MTO East Region under their Facilities Retainer to convert the Design Build (DB) to Design Bid Build (DBB) following non-award. Dillon proposed, developed, and led a workshop for the MTO that reviewed the DB contract package and identified changes to the MPY site layout, building sizes and the proposed drainage design to improve the MPY and identify potential savings for the ministry. With a revised MPY site plan created, Dillon proposed a drainage risk removal phase to allow full development of the site layout and the creation of a different stormwater management facility to address a drainage risk that existed in the DB phase.

The Dillon team, with the assistance of WSP Golder, undertook site geotechnical work to determine the permeability characteristics of the MPY site to facilitate the development of a revised stormwater management facility based on collection, evaporation and eventually overland flow, taking advantage of the sites natural topography and existing overland flow routes. This new approach eliminated the MPY outletting into a local road intersection that already floods. This new approach was presented to and approved by the Municipality of Kawartha Lakes and the Kawartha Conversation Authority. Detail design, the final phase to this project was initiated in November 2023 that will produce a full contract package that the MTO can advertise in the Fall/Winter of 2024 for a construction start Spring 2024.
