Third-Party Greenhouse Gas (GHG) Validation and Verification

Dillon recognizes the need for clients to assess baseline greenhouse gas (GHG) emissions and develop effective plans to reduce their GHG footprint. This has become a significant issue for large emitters in recent years. We provide comprehensive GHG emissions management services.

Dillon is a recognized Validation and Verification Body (VVB) with the ANSI National Accreditation Board (ANAB) for third-party GHG validation and verification services under ISO 14065:2013, “Greenhouse gases – Requirements for greenhouse validation and verification bodies for use in accreditation or other forms of recognition”, Accreditation ID: 8896.

The GHG Programs Dillon operates within the ANAB accreditation system include:

  • Alberta Technology Innovation and Emissions Reduction (TIER) Regulation
  • American Carbon Registry (ACR) Carbon Accounting Programme
  • British Columbia Greenhouse Gas Emission Reporting Regulation
  • British Columbia Greenhouse Gas Emission Control Regulation
  • Greenhouse Gas Protocol: A Corporate Accounting and Reporting Standard (Revised Edition)
  • Nova Scotia, Quantification, Reporting and Verification Regulations
  • Ontario Regulation 390/18: Greenhouse Gas Emissions: Quantification, Reporting and Verification (O. Reg. 390/18)
  • Ontario Regulation 241/19: Greenhouse Gas Emissions Performance Standards (O. Reg. 241/19)
  • Output-Based Pricing System
  • Québec – Regulation respecting the mandatory reporting of certain emission of contaminants into the atmosphere (chapter Q-2, r.15)
  • Saskatchewan, The Management and Reduction of Greenhouse Gas Act; and
  • The Climate Registry (TCR).

Validation and Verification Process

  • Dillon receives a request for GHG validation/verification (V/V)
  • Dillon contacts the client for additional/necessary information, if applicable
  • Dillon submits a proposal to the client that details the scope, criteria, V/V team, proposed schedule and costs.
  • After Dillon’s proposal is accepted, Dillon holds a kick-off call and/or submits an initial V/V Plan detailing the process, strategic analysis, risk assessment, site visit schedule, and information requests
  • Dillon reviews all related documentation and raw data for completeness, accuracy and conformance with the relevant regulation, protocol and/or standards; recalculates associated emissions; and completes the site visit(s) as necessary. Qualitative and quantitative issues are communicated to the client through an Issues log.
  • Following resolution and closure of all Issues, Dillon will draft a V/V Report, which is reviewed by an internal Dillon peer reviewer prior to issuance to the client.
  • Dillon’s V/V Report is finalized and submitted to the client following client review and comment.
