Bio

Morgan has over nine years of experience as a community and environmental planner, specializing in public consultation, stakeholder engagement and impact assessment. He has worked in diverse project settings in Canada and around the globe, focusing on stakeholder engagement and community-driven decision-making processes. As a key member of public engagement teams on a number of complex and multi-faceted master planning processes, environmental assessments, and other community-based planning projects, Morgan specializes in bringing innovative participatory tools and methods along with digital civic engagement technologies to complex community dialogues. This includes the exploration of cutting-edge engagement techniques to communicate changes to the built environment using 3-D visualization and virtual reality.

Morgan holds a Master’s degree in Planning and Development from the University of Guelph, along with an honours degree in Political Science from Simon Fraser University and a certificate in International Development Studies from the University of Sussex in the UK. Morgan is a Candidate Member of the Canadian Institute of Planners and has received training in group facilitation methods, large-scale public involvement techniques, and social media for engagement. He has serced as a Deputy Board Member for International Association for Public Participation (IAP2) Canada and has completed IAP2’s Foundations in Effective Public Participation course.

Dillon was retained by the City of Windsor in the Spring of 2018 to assist with a comprehensive review of Transit Windsor and the development of a transit master plan.  The primary objective of the project was to position Transit Windsor to meet the opportunities and challenges of the coming years, and successfully serve the community with an effective and efficient transit system that exceeds customer expectations.Read More

To help preserve and protect environmentally significant areas, conservation master plans are prepared to provide direction on the management of these natural areas.  The City of London is currently undertaking an update to the Medway Valley Heritage Forest ESA (south) Conservation Master Plan for the ESA lands located south of Fanshawe Park Road.

Waterfront Strategy and Master Plan - Meaford, ON

The Meaford waterfront meets the diverse interests of the community, including motorized and non-motorized boating, passive and active recreation, events, natural refuge, natural habitat, recreational fishing and traditional uses of the Aboriginal. The Municipality of Meaford retained Dillon to prepare a waterfront strategy and master plan that draws symbiotic connections to the downtown area.
